Kenya: City Hall Begins Tests for Mobile Parking Fees




The City Council of Nairobi yesterday rolled out a pilot project that will see motorists in the city pay for parking using their mobile phones.

The test run will be done by mobile service providers Airtel, Orange and Yu Mobile. Through this project, the hopes to improve on its revenue collection. Customers from other networks will use the semi-automated system by paying through a cash agent system. The car park attendant will pay on behalf of customers into the system.
The project will take place from today for the next three months on Koinange Street. Town Clerk Roba Duba said if the project takes off, it will be "a milestone in improvement of service delivery." Duba was however quick to assure council employees in the parking department that the new system will not lead to job losses.
"We will start with parking tickets whereby motorists will now be required to pay electronically. This success of this system will be replicated in other departments," said Duba. Adding that automation of services at the council is their main goal and revealed failure to collect revenue has been negatively impacting delivery of services.
"The council will for once stop the pilferage of resources where only about 40% of the manually collected cash reach the council coffers. "This system will also stop the efficiency and inconvenience especially in parking where my unscrupulous officers have been playing hide and seek with motorists when they need to pay and attend to other things.

The proposed e-payment is capable of consuming date, identifying and invoicing. One is also be able to get an invoice via the short message services (sms), electronic payment and confirmation while the council can reconcile its accounts and compliance flagging at the touch of a button.
"The potential is high once we go electronic and we target billions. We intend to educate the public on how they can use the services. He added that after the pilot service, the project will be rolled out to afford city residents pay for other services like the single business permits, land rates, health certificates and other invoiced services offered by the council.

Why cleaning and Gap spark plugs are important

Keeping you vehicle well tuned and running at it's peak performance all starts with the condition of the spark plugs. The most important task of a spark plug in your engine is that they produce an electrical spark that ignites the mixture of fuel and air in your engine's combustion chamber, causing the pistons to move up and down. With the piston moving up and down, is what allows your car wheels to ultimately turn.  The spark created by the spark plugs is critical part of the whole process; it initiates the combustion in your internal combustion engine.

One of the key factors is how a spark plug eventually becomes useless and is not performing to its capabilities, each time the spark plug creates a spark it looses some of the metal on the plug, causing the spark plug to increasing the voltage needed to fire the next time. Many other factors will cause the spark plug to get worn out, such as internal heat, gasoline and oil that can reduce their effectiveness. Why it is important to keep on top of your spark plugs, worn out spark plugs have to work harder to get the same results a new well gapped plugs.

CONDITIONS OF SPARK PLUGS
As you can see on the images on how a spark plug should look like to what can and will happen over the course of time of being used. When you have a proper gapped spark plugs and a well tuned engine your overall performance will be at it's peak performance and manufactures specs. Why it is vital and important to change your spark plugs accordantly.

So how often should you replace your spark plugs,  traditional standard copper plugs should be replaced every 10,000 miles or 16,000 klms. The more expensive iridium or platinum spark plugs can last up to 60,000 miles or 96,000 klms, with some of the even higher-end iridium plugs that have been advertise to reach 120,000 miles or 192,000 klms but there's no actual guarantee they'll be able to achieve this plate form.

Some of the factors that will indicate that it is time for you to replace your spark plugs are as follow. if your having trouble starting your vehicle, it sounds very rough at idle speed, stalls or your notice a drastic change in your fuel economy than it may be time for you to replace them old plugs. The other main source is remove one of the plugs and look at the overall condition, if your still not sure then have a mechanic look at it and get his advise.

Collector cars for sale: Inspect Before You Buy!




“I’d like to warn you about a crooked car dealer . . . .”

How many times have you heard that line, in the collector car world?  Here’s a message I got just this morning:

I would like to warn you about a dealer in Florida who is selling used automobiles on eBay. This fellow sold me a 1980 Rolls-Royce Silver Wraith II for $29,900, represented as in excellent condition with no issues. When I received the car, it is basically a rolling wreck, worth maybe $7-9,000. There are numerous problems with it, including brake cylinder leaks, inoperable windows and door locks, apparent body damage that was inexpertly fixed, interior damage that was not disclosed, etc.

After contacting him, he offered to trade the car for anything else he had in stock, which I obviously declined given my first experience. I requested a refund which he refused and now he will not answer my calls or emails. I have reported him to the FBI's Internet Crime Complaint Center (www.ic3.gov) and am in the process of suing him for the return of my money based on his fraudulent misrepresentation.

How did this situation come to pass?  To put it bluntly, the buyer was naïve.  He accepted the seller’s representations without employing an expert to check them out.  He didn’t ask the seller for references, so he knew nothing about him, either.

By his failure to do any sort of due diligence, the buyer set himself up to be cheated.  It’s just his bad luck the seller was a person ready to exploit that weakness.  Don’t put yourself in that guy's position! 

Before you buy a collector car, I urge you to do three things:
-       Employ an independent qualified expert to check out the car;
-       Make sure you are familiar with the “usual condition” of cars like you are buying, so you can put the car you are considering in proper context.
-       Investigate the reputation of the seller.

If that had been done the story above would never have unfolded.  The inspector would have disqualified the car based on its condition, and the investigation of the seller would have revealed a history of similar complaints.  The deal would have never happened.

Do not assume "your lawyer will handle it," or "you will just get your money back."  In many states, as-is means as is, and your lawyer will not get anywhere.  When you make a decision to buy something, it's final.  Credit card companies often steer clear of motor vehicle arguments also.  Help from them is chancy at best.  When you buy a car with no warranty from a dealer 1,000 miles away you should assume you got what you paid for - a car with no warranty from a dealer 1,000 miles away.  Even if the seller is required to offer warranty, that won't generally cover the cost of shipping, and his obligations under any required warranty are usually very limited.  The lesson:  Do not rely on any implied used car warranty.  

So how do you find an expert?  That’s not always easy.  Ideally, you need an inspector who has some kind of qualification for the car you want to buy.  You might look at the people who are tech consultants for the car club of whatever you want to buy (like the Rolls-Royce Owner’s Club, or the Porsche Club of America.)  You might even call club headquarters and ask them for a reference.

If the car is a later model you might call the dealer, though they are not usually much help for cars more than 20 years old.  I would only use the so-called “vehicle inspection services” as a last resort.  Inspection services are accustomed to looking for common safety problems on ordinary cars.  They will not know the vagaries of antiques and collectibles.

Finally, whenever possible, have the car inspected in a shop, where you are in a neutral environment with proper tools to lift and examine the vehicle.  It’s very hard to fully evaluate a car in the owner’s suburban driveway.

When we inspect cars I encourage the seller to be present for some or all of our inspection.  That way whatever problems we find can be brought to his attention and explained while the car is still in the shop.  Doing so heads off arguments about the accuracy of inspection, where the buyer says “the car needs brake work” and the seller says, “I just did brakes!”  By showing the seller exactly what we are reporting there is no confusion.

Mechanical condition is very important to me because so many “restorations” are cosmetic only, leaving a beautiful car that is barely safe to drive.  We check driveline condition, steering, brakes, suspension, and operation of all accessories.  We make sure the car is free of objectionable rattles, wind noises, or vibrations. 

We check the mechanical condition of the car, and we also look the body over carefully.  We do out best to identify rust, corrosion, and accident repairs.  We distinguish good original parts from what is restored or still damaged.  We also point out substandard repairs and modifications wherever possible.

When we look at the paint, trim, and interior, we put it in context with other similarly priced cars.  For example, when we look at Silver Shadows, we have one expectation for a $5,000 example and another totally different expectation for a $25,000 example.  We are asked to examine cars at both ends of that curve regularly and it’s important to put the inspection report in proper perspective with the buyers expectations and the stated price.

In some cases we get the sense that the buyer’s expectation is not realistic in some way.  The most often areas of misalignment are in the areas of value for dollars, and anticipated performance and reliability.  Most antique cars will not have either the finish quality or the performance and reliability of a modern Mercedes S550.

Other times we are asked to get serial numbers from components, evaluate their originality (were the numbers original, or re-stamped into blank new components?) and check the numbers themselves against manufacturer databases.  We may be asked to check service histories or local records as well.

Pre purchase inspection of a collector car is very different from pre purchase inspection of a three year old Toyota.  The more unusual the car, the more specialized the inspector you will need.

Remember that there are plenty of honest and good dealers out there, but there are a lot of crooks too.  As the old adage says, “Trust but Verify!”

Annual Auto Maintenance Schedule: What to Do & When to Do It!

So, you understand the importance of routine auto maintenance, you're ready to start treating your vehicle like the potential investment it is, but you don't know where - or when - to start. What exactly IS routine maintenance, and how often does it need to be performed?

Because not all auto components wear down at the same rate, true "routine maintenance" is a little more complicated than it seems. Routine maintenance for a timing belt, for example, is having it changed every 60-70,000 miles, while routine maintenance for your engine oil requires changing it every 4-7,000 miles. That's a big difference!



To make understanding routine auto maintenance a little easier on drivers, we've put together the following schedule.

Monthly Auto Maintenance

Brake, power steering, transmission, antifreeze and windshield washer fluids. While none of these may need to be changed each month, it's a good idea to have them checked to make sure they're not dirty, sludgy or running low. These fluids - particularly brake, power steering and transmission - are important to your vehicle's safety, and making sure they're clean and topped up can prevent far more serious problems down the road.


Tire air pressure. Did you know that under inflated tires can cause your vehicle to not only run less efficiently, but also have unsafe "splashy" steering? Checking your tires for proper inflation is fast, simple and free, so monthly checkups are definitely worth it!

Head & tail lights. Sure, it doesn't take a rocket scientist to check to make sure all your vehicle's lights are working properly - but it still needs to be done! Faulty lights pose safety risks - not to mention the risk of getting ticketed - so it's a good idea to either check or have these checked monthly.

3 Month Maintenance

Oil changes. Three months is a general guideline, and necessary intervals can vary from vehicle to vehicle. Older autos often require oil changes more often - every 3,000 miles or so - while some newer vehicles may be able to go as far as 7,000 miles before an oil change is necessary. Check your vehicle's manual, or ask your auto technician about your vehicle model. Of course, it certainly doesn't hurt to have your oil changed every 3 months - just ask our High Mile Club members!

Chassis lubrication. Again, it may not be necessary to have this performed as often as three months, but it depends on your vehicle's model and age. Many newer autos are "lubed for life", while some older cars still require it. The chassis' steering and suspension components may, however, require periodic replacement to prevent further damage, so it's a good idea to have the chassis inspected every 3 months just in case.


Battery maintenance and cleaning. Just because your battery isn't dead doesn't mean something isn't wrong. Dirty or corroded batter cable posts can create a poor connection, causing faulty ignition start or inefficient power use.

6 Month Maintenance

Air filters. Air filters essentially help vehicles "breathe" clean air. When these filters become dirty or clogged over time, they make it more difficult for engines to get the oxygen they need, causing inefficient mileage and poor performance. Different air filter brands last for different periods of time, so it's best to have them checked at least twice every year.

Wiper Blades. Do we need to say it?! Wiper blades inevitably become stiff and cracked over time - typically about six months - causing chattering and streaking, which can cause dangerously poor visibility during inclement weather. Have these replaced twice each year.
Yearly Maintenance

Engine tuning. Faulty spark plugs and gummed up fuel injectors - both engine components - can reduce fuel efficiency as much as thirty percent. Most people won't notice the change because today's computers keep things adjusted right up to the point of failure (when the computer can no longer adjust for them) the best way to make sure all spark plugs and engine components are working properly is to have them checked every one year.

Engine belts. While most engine belts don't need to be replaced each year, it's a good idea to have an auto technician take a look at those that are accessible, and to keep tabs on how long less accessible belts have been installed. V-belts typically need to be replaced every four years or 35,000 miles, serpentine belts every four years or 50,000 (or sooner), and timing belts every five years or 60,000 miles - whichever comes first. Over time, these belts become stiff, loose and cracked or worn, and if they break while your vehicle is running, they can cause serious damage.

Shock absorbers and struts. Worn shock absorbers and struts can not only make for a bumpier ride, but they can cause fuel inefficiency, misalignment and a host of other safety problems. For best performance, have these inspected by an auto technician each year.

 
Wheel Alignment. The average price of a newly mounted and balanced tire with a new valve stem is roughly $125 per tire. That’s $500 for the set of four. If your wheel alignment is out, you could lose that $500 in short order. That’s why you should, at the very least, check wheel alignment before venturing out on a new set of tires. So how could you lose money by not having an alignment done? By significantly decreasing the life of your new tires. The steering and suspension of your vehicle has wear points. They are bushings, ball & socket joints, and miscellaneous mechanical links. When the steering and suspension system is new and adjusted according to factory specs, the rate at which the tires wear is minimized and the vehicle corners and handles smoothly. Over time, the steering and suspension systems are jostled and hammered (compliments of America’s highways). This produces wear in the parts listed above, causing the alignment to go out from factory specs. This results in poor cornering and handling, and a significant increase in tire wear.

Cabin Air Filter(s). The filter in your dashboard is much like your furnace filter… If you drove your furnace through bugs & other road debris. Gross. If it's plugged, the passenger compartment might as well be a sealed cabin—and with a carload of friends the glass will fog in minutes. Filter life depends on the air quality in your area, but a year, or 12,000 to 15,000 miles, typically is the recommended replacement interval.
